I guess Tharp hasn't been many whole language classrooms. Those areas are
just the ones changing most there. That's because whole language is teacher
based. It comes into schools and school systmes not from outside but from
the classroom up. Teachers are the innovators rather than outsiders or
administrators. That makes it unlike antecedent movements like Progressive
Education and unlike many of the so-called school reform movements on the
curent scene.
With all the attacks on whole language in the press nobody has called it
a weak reform.
